Purpose: Identify and prioritize the workflow moments where performance support would have the highest impact. Use the Frequency × Impact matrix to assign priority. Classify each moment using the Five Moments of Need framework — this drives the format decision in Step 4.
Priority Matrix Reference
Rate each moment on Frequency × Impact to assign priority. Exception: Low-frequency / High-impact moments (crisis, major escalation) are Priority 1 or 2 despite low frequency — the cost of mishandling is disproportionate.
