Purpose: Define Bloom's-classified learning objectives anchored to specific CAF™ competency level transitions. The Bloom's Alignment Check verifies that objective, activity, and assessment all operate at the same cognitive level — run it for every objective at L3 and above.

Example: Given a customer account with declining health indicators across three data sources, the CSM will diagnose the most likely root cause from a defined taxonomy and recommend a specific intervention approach, supported by at least two data points.

Rule: A misalignment between objective level and assessment level means the program is measuring something different from what it claims to develop. This is a design error — correct before building content.
