Purpose: Synthesize measurement data across all levels, diagnose where the measurement chain is intact or broken, and produce stakeholder-differentiated reports. Design all reporting views before the program launches so data is collected in the right formats.

Work through each level in order. A weakness at any level changes the diagnosis — weak L3 despite strong L2 points to the transfer environment, not content quality.
