Purpose: Design the behavior observation framework (Phase 3) and execute and record observations (Phase 5). L3 indicators must match the CAF™ Behavioral Indicator Matrix verbatim — do not paraphrase. Calibrate evaluators before observations begin.
Rule: L3 behavioral indicators must be copied verbatim from the CAF™ Behavioral Indicator Matrix. Any deviation breaks the connection between the competency model and the measurement system. Design this for your actual managers, not ideal managers — a protocol that cannot be executed in under 20 minutes per observation will not achieve ≥70% completion.
