Purpose: Design pre/post learning assessments aligned to learning objectives at the correct Bloom's cognitive level. A pre-assessment is required for every program — without it, observed post-scores have no baseline and gain cannot be calculated.
Rule: Assessment cognitive level must match learning objective cognitive level. Multiple-choice tests are valid only for L1–L2 Bloom's objectives. Apply-level and above require scenario, case, or performance-based assessment. Any mismatch = invalid measurement.

Gain Score Design
Individual gain score = post-score minus pre-score, per learner. This is the primary L2 metric — cohort averages mask individual variation and do not enable targeted support.
