Purpose: Specify how each competency will be assessed at each proficiency level. One specification per competency. Assessment design is part of the model, not downstream of it — a competency without an Assessment Specification cannot drive development with confidence.
Rule: A competency without an Assessment Specification is incomplete — it can be stated but not measured. Complete one specification per competency before publishing the model.
