Purpose: Define four proficiency levels for each competency using observable, specific behavioral indicators. Complete one matrix per competency. The transition signals — what to look for as development progresses — are as important as the indicators themselves.
Rule: Every indicator must pass all four questions of the Behavioral Indicator Quality Test (Tool 6) before entry. All four must pass — a single failure requires revision.
Document Header
Level 1 — Foundation Performs with guidance, in familiar situations. Knows what to do but not reliably when or how to adapt.
Level 2 — Developing Performs independently in standard situations. Context-sensitivity is emerging but not yet reliable.
Level 3 — Proficient Target for fully ramped performance Performs across varied contexts. Adapts. Self-correcting.
Level 4 — Advanced Anticipates edge cases. Synthesizes across domains. Coaches others.
